The Oregon Department of Administrative Services has published the new Consumer Price Index for 2025 - calculated at 2.5%.
In 2019, Oregon enacted Rent Control, limited to 7% plus the CPI amount, published in September of each year. On July 6, 2023, SB 611 was signed into law capping rent increases at 10.0% or 7.0% plus CPI (whichever is lower).
For 2026, the rent control limit for 2026 is 9.5% unless an exemption applies. Only one rent increase may be issued in any 12-month period.
City of Portland housing providers should not exceed this year's 9.5% cap on rental increases.
